It is with great sadness that we pass along news of the passing of Terry Andrus. Terry devoted his entire legal career to the service of the Orange County community. He started out as a junior Deputy County Counsel in 1974 and eventually rose through the ranks until he was appointed County Counsel in 1991. He served in that role through some of the most trying times in the County’s history, guiding the County through its bankruptcy. Terry retired from the County in 1995, but his distinguished legal career wasn’t over. He spent the next 18 years as a much loved and respected partner at Woodruff, Spradlin & Smart, heading the firm’s labor and employment department. He routinely worked with the HR departments in cities and special districts throughout Orange County. Terry also served as general counsel to the Orange County Fire Authority from 1995 until his retirement at the end of 2012. Terry was smart, funny, fun loving, and an all-around great person. We will miss him.
